SEO service providers build tiers in mass quantities and sell them to webmasters as readymade solutions. They use geo specific proxies to create and maintain the tiers.

Proxies for Black Hat SEO: Black hat techniques are those that are not approved by Google. When approved SEO requires proxies, you can guess why blackhatters use proxies. They need to conceal everything from Google because they are trying to circumvent the strict guidelines of the search engine.
